Publication Costs
Overview
Publication and printing costs are allowable under when they directly support a sponsored project. This includes electronic and print media, distribution, promotion, and handling. Page charges for professional journals are also allowable if the publication reports federally supported work and the journal applies charges impartially. Costs incurred after the project period but before closeout may be charged if recorded in the award ledger prior to submission of the final invoice or draw.
Acknowledgement of Support
- Sponsors generally require acknowledgement of support in all publications.
- Federal agencies (e.g., NIH, NSF) provide specific acknowledgement and disclaimer requirements.
- Other sponsors may have unique requirements stated in the award terms and conditions.
- Acknowledgements must be included at the time of manuscript submission.
Allocation of Costs

- Charges should only be applied to active UH awards acknowledged in the publication.
- When multiple funding sources are cited, costs must be distributed based on proportional
benefit or another reasonable rationale.

- Review publication/journal acknowledgements to ensure compliance with sponsor requirements.
- Confirm that only active UH awards acknowledged in the publication are charged.
- Document allocation methodology and rationale, including justification for awards acknowledged but not charged.
- Attach a copy of the publication to the invoice in PeopleSoft.
Non-Compliance
Failure to include required acknowledgements or to properly document cost allocation will result in disallowed costs. These costs will be removed from the grant and charged to a non-sponsored cost center.
