UHin4 Program Overview & Eligibility
UHin4 is a 4-year graduation plan that provides tools and resources to help
students identify and pursue a clear path to complete an undergraduate degree
within years. Students who participate in UHin4 have access to benefits which aid
in four-year degree completion.
Benefits include:
- Priority or early enrollment for courses
- Academic Maps that outline a semester-by-semester course plan for all four years
- Annual degree progress evaluations to keep students on track
- Course availability solutions for unavailable courses should your graduation
plan come into jeopardy due to class scheduling conflicts - Peer success coaching through Peer Assistant Leaders (PALs)
- Academic support plans for students facing challenges after their first fall semester
- Tuition options, allowing students to choose between variable or fixed-rate tuition when they join the program

Yes! It’s common for freshmen who attended early college high schools or earned significant dual credit to join UHin4. One key benefit is priority enrollment, which begins at the end of your first fall semester. This gives you early access to register for courses, especially helpful when competing for upper-division classes.
If you complete your degree in two or three years, that’s perfectly fine, there’s no requirement to stay enrolled for a fourth year. Once you’ve met your degree requirements, you’re done!
Unfortunately, you cannot join UHin4 after the published deadline. The four-year graduation timeline must begin in the fall semester and follow eight consecutive fall and spring semesters, regardless of any transfer or dual credit.

UHin4 provides a personalized Academic Support Plan for students experiencing academic difficulties. Support includes tutoring through LAUNCH, peer coaching from PALs, and connections to advising, counseling, and other campus resources.
UHin4 staff and PALs also conduct regular outreach each semester to check in, offer guidance, and help students stay on track.

Credit Hour Requirements & Academic Progress
UHin4 students are only required to take at least 15 credit hours in their first fall semester. After that, students must successfully complete at least 25% of the applicable credits for their degree program each academic year (fall + spring + summer).
Most undergraduate degrees require 120 credit hours, so completing around 30 credit hours per year, or roughly 15 per semester. keeps you on track to graduate in four years. You have greater flexibility if you enter with test or transfer credit, or if you take additional hours during regular or summer terms. The focus is on annual progress, not semester-by-semester totals.
Transfer, dual, and test credits do not count toward the initial eligibility review for UHin4. However, once you're enrolled, these credits do count toward the 25% annual completion requirement for your degree plan.
This means that while you must take 15 credit hours in your first fall semester at UH, previously earned credits can help you meet the 25% complete annual benchmark needed to stay on track for four-year graduation.
Dropping a class doesn’t automatically remove you from UHin4, but it could affect your ability to meet program requirements. You must complete 15 credit hours in your first fall semester and 25% of your degree plan each academic year (including Regular (Fall and Spring) and Summer terms.
You can make up credits by:
- Taking additional hours in Spring or Summer
- Test or transfer credits (with advisor consultation)
If dropping a class puts you below the required progress, you may need to submit an appeal to stay in the program.
Your UHin4 eligibility is reviewed annually to ensure you're meeting the program’s requirements. If you opt out or are removed due to insufficient progress, you will lose access to UHin4 benefits, such as priority enrollment and fixed-rate tuition.
If you’re facing challenges or delays, you may submit an appeal. Continued participation is not guaranteed, but support may be available to help you stay on track or identify a new graduation date goal.
Major Changes & Academic Planning
UHin4 staff cannot provide course-specific advice or help you plan your academic path. For that, you should meet with your academic advisor, who is trained to guide you through your degree requirements and help you build a personalized course schedule.
However, UHin4 staff can support you in other ways:
- Teach you how to use tools like the Academic Advisement Report and Schedule Builder
- Help you understand key deadlines and graduation requirements
- Connect you with campus resources and Peer Assistance Leaders (PALs) for general questions
- Make direct referrals to the appropriate advisors or offices that can answer your specific academic questions
You can change your major as long as you are still on track to graduate within 4 years from your initial enrollment. We encourage you to meet with your academic advisor if you are considering changing your major to determine the impact on your graduation plan and remaining coursework.
According to the Four-Year Graduation Plan:
Students may enroll in additional minors, majors, or certificates or change majors only if, at the time of the change, the additional requirements can still be completed within the original four-year period. (item #10)
Yes, you do have flexibility to take electives or additional courses, as long as you can still graduate within four years from your initial enrollment.
Before enrolling in extra courses, we recommend meeting with your academic advisor to make sure:
- The additional coursework fits within your graduation timeline
- It doesn’t interfere with required courses or delay your progress

Fixed Rate Tuition Plan: Overview & Management
Freshman Four-Year Graduation Plan
- A mutual commitment between you and UH to graduate within four years of your initial enrollment.
- Requires you to meet initial and continued eligibility requirements, such as:
- Following a structured academic path
- Meeting regularly with your advisor
- Staying on track with course requirements
- Upholding student responsibilities (e.g., registering on time, passing courses, avoiding unnecessary major changes).
- UH commits to offering the courses you need to graduate on time.
- Provides you with access to the Freshman Fixed Four-Year Tuition plan, but does not require that you opt in.
Freshman Fixed Four-Year Tuition Option
- Available to eligible freshmen who opt into UHin4 during their first semester.
- A financial plan that locks in your tuition rate for four consecutive academic years.
- Helps protect you from tuition increases during those four years.
- Includes mandatory tuition and academic fees associated with enrollment. It does not cover any other charges such as, but not limited to, student fees.
The Freshman Fixed Four-Year Tuition plan includes all mandatory tuition and academic fees associated with enrollment. It does not cover any other charges and expenses associated with attendance at the University such as, but not limited to: student fees, room and board, textbooks, supplies, fines, transcript fee, late registration fee, drop/add fee, examination/testing fee, new entering student fee, property deposit fee, ID card fee, parking permits, non-traditional credit fees and other voluntary fees.
The Freshman Fixed Four-Year Tuition Plan is an academic commitment to graduate within four years, while the Fixed Four-Year Tuition Option is a financial plan that locks in your tuition rate for four years.
- UHin4 participation gives you access to the Freshman Fixed Four-Year Tuition Plan, but opting in is not required.
- You can still benefit from UHin4’s other benefits, such as priority enrollment, academic support, and graduation planning without selecting the fixed tuition rate.
No, opting out of the Freshman Fixed Four-Year Tuition Plan is not the same as leaving UHin4.

The Fixed Rate Tuition plan typically requires you to be a full-time student to take full advantage of the fixed rate benefits. If you take fewer hours, such as 6 hours, you may still be charged the full amount for that term under the fixed rate plan. It's important to review the specific terms of the fixed rate agreement or consult with the Student Business Services Office to understand how part-time enrollment might affect your charges.
Opting In-and-Out
To help you take the right next step, we need to know if you are trying to opt in or opt out of UHin4, the Fixed Rate Tuition Plan, or both.
Freshman Four-Year Graduation Plan

To be eligible, students must meet initial requirements and sign up through AccessUH by the published deadline. Step-by-step instructions and additional details are available here.
- Log in to . Go to access.uh.edu and sign in using your CougarNet credentials.
- Click the myUH Self Service icon
- On the Homepage, click on the Advising tile
- Select UHin4 Graduation Plan from the Advising menu.
- From the UHin4 page, click the View Plan button to read through the Freshman Four-Year Agreement.
- Click Yes and Submit to complete this step.
Once you’ve opted into the UHin4 Four-Year Graduation Plan, you’ll have the opportunity to opt into the Freshman Fixed Four-Year Tuition Plan.
To make your selection:
- Click on the Fixed Rate Tuition button.
- Scroll through and review the provided information.
- Choose your response: Yes, No, or Undecided.
- Click Submit.
If you choose to decline or remain undecided, you’ll have another opportunity to make a selection before the submission deadline. After submitting your choice, you’ll receive a confirmation message based on your selection.
Transfer students with more than 30 credit hours are not eligible for UHin4. Please contact Student Business Services for information about tuition options.
Before you opt out, we want to make sure you’re not confusing UHin4 with the Freshman Fixed Four-Year Tuition Plan.
UHin4 is the University’s four-year degree pathway program. It provides a structured support system to help students graduate in four years or less. Benefits include:
- Priority or early enrollment
- Annual enrollment evaluations to ensure you're taking courses that count toward your degree
- Course assistance and guidance
- Access to select the Freshman Fixed Four-Year Tuition Plan (not required). The Fixed Rate Tuition Plan is a financial option that locks in your tuition rate for four years.
There is no financial cost to participate in UHin4, it’s a support network designed to keep you on track for four-year degree completion.
If you still wish to opt out of UHin4:

Once you opt out, there is no future opportunity to rejoin.
Staff may follow up to ensure you understand what you're opting out of and how it may affect your academic progress.
The Freshman Fixed Four-Year rate covers unlimited course enrollment hours for the fall and spring. This means you will pay the same fixed rate regardless if you take 12, 15, or 18 hours.
If you opt into the Freshman Fixed Four-Year Tuition Option during your first fall enrollment semester and later choose to opt out, either in the same semester or a future semester, you will begin paying the current variable tuition rate moving forward. You will not will not be required to repay any tuition from the time when you were under the fixed rate.
If the enrollment of the student is canceled for any reason (including withdrawal, suspension, or expulsion), the amount of the refund shall be in accordance with the general refund policy of the University. The University reserves the right to offset any amounts refundable hereunder against any amounts owed by the student.
